Reports and Dashboard Roles and Permissions

User does not have a specific report role, however she was able to create individual reports and add them to a dashboard and share the dashboard with her Team.  However, she cannot share from the actual reports that build the dashboard to anyone.  There are some individuals who cannot see the report from the dashboard and there are some that can.  All have ITIL Role.  Can individual reports be shared via a dashboard only?  If so, why is it that only some she shared it with can see the reports?

The individual reports also needs to be shared. Currently all the report is only visible to her, because the sharing is set to visible to me by default. If she is not able to share, she probably need a role report_group so that she can share the reports to other group/people. The dashboard share is only sharing dashboard and any performance analytics widgets, but not reports.
