UI Builder Workspace Dashboard inaccessible without ITIL/Incident Manager role

I have created a Workspace Dashboard in UI Builder using Data Visualization components. Users are assigned a custom role (hr_dashboard_user) through the HR-User group and also have the incident_write role.,check attachments

Issue: 
Users can access the workspace dashboard only when they are assigned the ITIL or Incident Manager role. If these roles are removed, they receive the error:

"Security constraints prevent access to requested page"

Expected Result:
Users with the hr_dashboard_user role should be able to access the workspace dashboard without requiring ITIL or Incident Manager roles.

Request:
What is the minimum role, ACL configuration, or workspace permission required to allow these users to access the dashboard without granting broad ITSM roles such as ITIL or Incident Manager?
