Unable to add Static HTML Content on Dashboards.

I have created a new role and a Read ,write, Create acl instead of using the content_admin role to add New Static HTML Content.
With the newly created Role and ACL, I am unable to create the Static HTML Content on the dashboard.
I don't see the form when I hit click here ( Screenshot attached).
