View / Run (Report_Home) / Create a Report (sys_report_template) Enhancement

Is there a way to add a clickable link on "View / Run" (Report_Home) / "Create a Report" (sys_report_template) page that will lead the users to a knowledge base/article. Since we have several Article regarding reporting that we want to socialize to the end users via a link on the mentioned pages.
