it's best to revisit the reports added to dashboard frequently to see if they are relevant to business stakeholders or agents.

If not then you can deactivate or remove those.

Do you already have the overview of those reports/dashboards? 

Then check who has access. Everything that is available only for the 'created' user and that user is no longer with the company, just delete them. Anything not used that comes OOB, you can inactivate (deleting won't help if the next upgrade will reintroduce them). 

Any 'less used' will need to be evaluated, since they are still used. Check if a 'less used' dashboard has any information that is not available on another dashboard. If so: delete it. Same with reports. I did a thorough cleanup for a client that wanted to migrate and found 76 reports created by 53 different users that were all filtering on 'active incidents' with only some of them having other filters. Teach people where/how to search for reports and dashboards before they create their own.
