Will this user come in entitlement consumption ?

Hi @GargiO 

NO. Those accounts  must be explicitly marked as Web service access only/ Integration user , those are excluded from fulfiller count.

ServiceNow counts fulfiller licenses based only users assigned the itil role who login  via the UI.
