My current implementation of Process Optimization (sn_po) allows process mining only on ITSM tables (incident, problem, change_request, etc.). Do I need an additional license, or would upgrading to a newer Process Mining plugin be sufficient?

Best thing to do would be to connect with your account team on this topic and your entitlements. From a technical perspective you can definitely apply Process Mining to custom applications and tables.
