How to get Top 10 projects

We got a requirement. Show top 10 cost plan/actual projects in same reports. It is easily to implement the cost plan/actual and group by project in same reports. but how to get top 10? the max  number of groups not work.

We finally decided to change to new Dashboard. It is easy to implement this function.
