On-Prem self hosted initial install question(s)

I've been reading through the deployment plan docs in preparation for an initial (Dev) environment that is self-hosted non-cloud infrastructure. 

In viewing the self-hosted software download page: https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB0563846 I realize that I must first obtain the base install file which is currently: glide-base-20230524.tar.gz; What I don't quite understand is what "version" this base install is? I'd imagine that once I install the base dated May 2023, I'll immediately have to patch. How do I know which platform version this base will be? Vancouver/Utah/Tokyo/San Diego?  OR do I install the base directory, and then I choose which patch we want from, assuming Vancouver since its the latest self-host version available?

Thanks. In short, I'm looking for the "next step" after deploying base.

I think I realize the base is nothing more than directory layout and scripts. After laying the base foundation, I then apply which version I want. For Vancouver, I can install Hotfix6 immediately for my initial install.

That seems correct. I've taken over an on -premise system of ServiceNow from other previous Sys admins after it was installed and updated a few times.  As you put more and more verions the requirements can change like Java version and different overrides but need to be loaded.
