Guidance MACD E2E: Product & Service in a same Change Order

I am trying to check the change order feature of SNOW, and it seems that if we place product order and service order in a same order payload and submit. The service order is not decomposing as expected? I'm trying with OOTB instance. Is this expected behavior?
