Activating and Working on SAM and HAM on a PDI

Hi everybody,
I'm on my second PDI instance already. I'm trying to install SAM, configure it, install the Workspace, Publisher Packs etc.
The thing is that I don't seem to have all the admin rights. The PDI portal does show me as Admin, but in the instance, little to nothing is accessible.
At one point, in the first PDI, I was able to access sys.plugin_list.do but it was empty. Now, in the new instance, still as Admin, it says "Page Not Found"
On the PDI portal, I had a few errors, such as <Error activating Activate all Software Asset Management Professional plugins> or <Error activating Discovery> , but sometimes it was reported as Successful.
And still, there was nothing to see in the instance itself.
I can't see the User Roles ... I can't do pretty much nothing.
I'm wondering if I may have forgotten an essential step (I haven't used a PDI in a few years already) and that is the initial blocking point, resulting in all the other issues 🙂
Please don't laugh at me!

I understand this pain as I have also faced same so don't worry about it.
Over PDI yes sometime this issue occurs it would be better if you get new PDI copy of latest version. Also, the plugins activations can be done through new module "Application Manager" which is under Admin Menu as showcase below.
For plugin activation it can be done through Developer instance if it not available on above option showcased below:
Sometimes full feature of plugins is not available on PDI in that you can take help of simulator course for module we need to learn or practice which already has entire plugin and prerequisite stuff already loaded which saves time for activation part at least.
After click on activate plugin, I have also got many times such error email saying plugin activation fail but sometime over instance I can see plugin is already present in that try to repair plugin or reinstall it as there is no official support from ServiceNow over PDI.
