Clarification on SAM License Coverage vs. Current User Base

We are currently having 8K+ users consuming Microsoft 365 services, while we have procured ~3,000 SAM licenses.
Could you please confirm whether this license volume is sufficient to cover our SAM scope, or if there is any coverage gap based on the current onboarding plan?
It would be helpful if you could also clarify whether the 3,000 licenses are intended for a subset of users/assets or for broader enterprise coverage.
