I'm trying to create a PO for 19 Adobe licenses, but reconciliation is saying I only need 15.  How do I fix one side or the other?

The question is unclear. A purchase order (PO) for 19 rights will be represented by an entitlement of 19 rights. Reconciliation determines the quantity needed to maintain compliance for the specific product. If you create an entitlement for 19 units, you will be compliant, as this exceeds the required amount by 4 units.

as mentioned by @Oscar D, the question is unclear. Are you able to share a few screenshots of the entitlement setup, workspace results for Adobe to understand "I only need 15".
