How to use downgrade rights from entitlements?

Hello!
I am trying to apply downgrade rights to one of our software. We have rights to the latest version but we have many installations for an earlier version. As per the docs and the SAM fundamentals course, I added the Software Models for both versions. I created entitlements for the newer version of Software model and added downgrade rights for the Software model of previous version. Once I ran the reconciliation, I can see compliance for only the newer version but not the previous version. I searched this use case in community and elsewhere and I tried the same with Microsoft Office example and it works. I am doing almost same configuration for my software but the downgrade rights are not getting applied to previous version.
I also tried to set the agreement type as 'Enterprise' and not 'Generic' and with both Per User and Per Device. But still can't get it to work. Any help or advise is highly appreciated.

Check if the scheduled job- SAM - Create downgrades/upgrades for a software entitlement has run. If not we can discuss.
