ServiceNow documentation states that Unrestricted Consumption is used when an entitlement allows unlimited consumption and compliance is not based on counting installations or allocations.

So yes, for most Site License agreements:

 Quantity = 1
 Unrestricted Consumption
Per User or Per Device (based on contract wording)

Unlimited License and Unrestricted Consumption serve different purposes.

Unlimited License indicates the entitlement itself grants unlimited rights according to the vendor contract.

Unrestricted Consumption controls how consumption rules behave. When enabled, license consumption is not restricted only to entities defined in the consumption rules. Other entities can also consume rights, while entities in the rule can have reserved license pools.

Use Unlimited License when the contract provides unlimited usage rights (for example ELA, ULA, Site License).

Use Unrestricted Consumption when you want broader license consumption beyond the entities defined in consumption rules.

They can be used together, but one does not automatically imply the other.
