Why do we need to create allocations to remediate a compliance position?

After finishing the SAM Implementer certification and 15 years in the industry, I can't seem to grasp a fundamental compliance concept in SAMPro:

Why can't the entitlements automatically cover the used rights (consumption) without needing to allocate licenses?

A compliance position should be as simple as Entitlements minus Demand = final Balance.

Do SAMPro users really allocate all of their entitlements manually on all of their used rights of all licensable products?  Am I the only one that feels this is completely counterproductive to micro manage in a SAM tool?

ServiceNow SAM pro "automatically" provides a number of remediation actions such as Remove unlicensed installs, purchase rights, remove allocations etc this is provided after you run reconciliation wherein SAM Pro determine compliance by looking at your existing entitlements , sw installs and the licensing rules of the publishers in question. Customer DO NOT need to add allocations to entitlements, ServiceNow will try to find the cheapest and most optimized way to license resources such as hosts, VMs etc., and determine the license compliance. However, allocations is a means for customers to to ensure few entities are prioritised over other during license assignment, based on the customer’s licensing strategy .
