I am trying to add a simple HTML widget to the search page in the csm portal. The requirement is to inform non-logged in users that more results may be available if they log in.
Using the Portal designer I have added an HTML widget with no code, only a DIV container which contains the text.
I have looked at the widget and the instance. It is marked Public and Active, but it will now show up. I have refreshed cache, hard-refreshed the browser tab; and the widget fails to display.
Any suggestions or help would be very appreciated.

I read the articles linked; but none provided the solution to my issue.
I am adding screenshots below in case that helps. In Figure 1 you can see that the widget is not visible, even though it is marked Public in Figure 2. In the Designer's edit mode (Figure 3) the widget is visible, but is still missing in the preview (Figure 4).
