Use case of "Approver User" product in Subscription management

We have a active product with the name "Approver user" in subscription management and we have around 3000 license for this but none is allocated to any user. FYI we already have all approvals set up in the system without assigning this license/product to any user or group . (Image attached for reference).

I wanted to know what is the use case of "Approver User" product.? 

When is it used ?

Where is it beneficial?

Who are the users base?

Why is it used?

How to to check usage?

1. approver_user

2. sn_publications.approver

3. sn_sm_legal_approver_user

4. grc_executive_approver

5. wm_approver_user

6. sn_sm_finance_approver_user

7. sn_sm_marketing_approver_user

This looks good, so something else must be wrong. Please check with ServiceNow support or your account manager, as suggested by @Mark Manders .
