Change post implementation task

Can someone help me understand why the post implementation task in a change is completed during the implement state and not during the review state?

I believe there are 2 tasks, one is for implementation which is completed post implementation, than the review task is completed.

In our version of SNOW, both the implementation and post implementation tasks are done in the implement state. When it goes to review, you can only close this change.

than that is a custom behavior, not OOB. i suggest you to check the change management guide and see if that helps.
