I paid for the Service Now On-demand Course. After completing the course, when I try to claim the Voucher for the exam it is requiring me to pay 300usd or 300 learning credits again. Can you please help me?

If you work with a partner company then you will get the voucher for free, once you complete the OnDemand ServiceNow Fundamentals training.

Not necessary. Using ServiceNow implies being a ServiceNow user. Partners are often companies that sell or provide ServiceNow services to other companies.

ServiceNow used to provide free exam vouchers for a limited period of time when they started online training site but that was more than a year ago. Also be aware that there is now a $200 annual maintenance fee to renew the certification each year after the first year ($100 for partners?).
