I thought I paid 300 US dollars for training and could get an exam voucher for free, but No.

It's costly to get a fundamental certificate.

then what is the use of the voucher. where do we use that voucher. what is the use of the taking on demand course for 300$.

Voucher is used to take the exam to get the certification.

Training is a pre-requisite to purchasing a voucher. Without the training, it's not possible to  purchase a voucher.

So the steps are:

(1) pay for training and take the training -> (2) purchase voucher -> (3) take the exam

-> (4) if pass the exam, get certification. If fail, then go to (2)

I think there was a clause that if one failed the exam 3 times, would have to re-take the training.

I think it's the same as other exams on the market. Price of taking a course and price of taking an exam are different.

The difference with ServiceNow it that it's required to take the course to take an exam and also the yearly maintenance fee.
