How do i enable a New button in related list only for one domain users

We need to enable the CMDB-related list in an incident form 

The related list  should be visible to the A and B domain 

but the "New" and "Edit" options only visible to A-domain users 

 

Do we have the option to create a role based on a domain? please help me on it

No we dont have this option. You can hide /show button on role basis.
