how do you create your own known error portal

How do you create a known error portal like the one ServiceNow has to keep users informed of issues

Currently we have nothing that can alert users of known errors?

Why don't to you explore announcements feature out of the box

1)it gives interface to update known issues (on perticular portal)

2)It has Banner and Widegt options to display, you can configure announcement widget on a separate portal page.
