How to setup a notification for expiry of policy

Hello

First post - first time SNOW user, first time SNOW admin, first time everything (our dev left). 

So while I know this is going to be a really stupid question, I'm still stuck. 

On our user table, we have a field of when an insurance policy expires. The users themselves have their own policies that they manage themselves. 

What I wanted to do was create a notification to me (and subsequently them) reminding them that the policy is due for renewal. 

So I created a notification on "record inserted or updated" and filtered it all accordingly but it didn't quite work. 

 

I got the email notification, but 4 times about the same person 😕 

any ideas?

 

What's really frustrating is I'm sure its so simple!

I think I have realised an error in my logic because the current notification "when to send" states as follows:

However logically this should now trigger every single day on the assumption that the renewal date has not changed yet.

 

what I'm really trying to do is to trigger an email, once, a month before "pii renewal date" to a member of internal staff as well as the client object
