Setting the Virtual Agent to open when you browse to the Service Portal page

We have a requirement to have the Virtual Agent open when a user browses to the Service Portal page. Currently it is a small 'icon' that has to be clicked to trigger it. Management does not feel that it is receiving enough attention because it is 'glossed over'. I have looked at numerous posts, including older posts from@Mark Roethof , however I have not found the answer. We just upgraded to Tokyo.
