Is this issue is happening for all the mentioned users or for only few specific users?

Hello @Jyoti Ranjan Se,
While mentioning any users in the worknotes, if you are getting a message like 'Cannot see the record' then for that user the email will be not be sent. As the user don't have the appropriate roles to see the record on the ticket where you are mentioning on.
Please try giving the role to the user so that the user will have access to the form. And then try mentioning that user in the worknote.
