Why Create HR Case Ui action not present in Service Operation Workspace

We have enabled service operation workspace. we have a requirement to add "Create HR Case" button on service operation workspace as like in agent workspace.
As Create HR Case is an OOB ui action, why it is not available on service operation workspace?
How to configure to add in SOW.

@janani4, were you able to find a resolution. We are currently in the process of adopting the Service Operations Workspace in Washington DC and we have the exact same need to configure for our Tier 1 agents to escalate a Universal Request to the HR team.
