Why do you need to be an admin to create a Visual Task Board?

Can anyone be able to tell me about the strategy behind that only admins can create a VTB?

I tried this with ITIL user and ITIL user is able to create the VTB.

This is not default behavior, so it seems that it's something that has been configured in your local instance. According to this, you need to investigate internally in your company to understand why it has been configured as it has.
