Declarative action configuration, dynamic choice options for dropdown configuration in UI builder

Hello,

I am working on scenario where I want to show button on sc_req_item table list view and on form view. I want to show a pop up with 2 dropdown fields State and Stage on click of buttons. When user select any state and stage value and update record State and Stage value on click of OK button, the current record state and stage should get updated with selected values in pop up window.

Please provide some insides here to achieve above requirement.
