In "Service Operations Workspace", I need to display the "New" button for users with problem_maanger role only, otherwise the button should be hidden or disabled.

We are still on the Washington version, which does not have the "Decision Type" field.

In that case you will have no choice but to deactivate the OOTB "create" ACLs for Problems, and then add a new one as shown in my initial answer (just without the "Decision type").
