Enable sidebar discussion in Service Operations Workspace for incident

Hi. Im trying at best effort to enable sidebar discussion for the SOW and incident...

however, I cant seem to locate the collaboration icon on the contextual side panel I am currently on 
Build name: Utah
Build date: 09-14-2023_1002
and SOW applications are all on v.2.1.1

I tried to follow this https://support.servicenow.com/kb?id=kb_article_view&sysparm_article=KB1213249
and was able to succed on PDI, but on the actual dev instance it took a turn for the worse and displayed pretty strange behavior for the rest of the UX Actions for incident in SOW. 

Anyone out there with some hands on knowledge for using Sidebar discussions and SOW?
