How to hide or remove New button in Service operation workspace ?

We need to hide the NEW button in the List view for the following areas
 Requests
Items
Catalog Tasks
 Assigned to you
 Assigned to your group

Navigate to sys_declarative_action_assignment.LIST

Open this action sys_id = 17c13e7273131010a0a79329faf6a794

Go to the related list "Action Exclusion" and create new entries for request and catalog task table

if you ensure your logged in user doesn't pass the Table.None CREATE ACL on those table then that NEW button will be hidden.

If you don't wish to touch the ACLs then approach shared by @Shruti  should work for you.
