1.Search for List Actions in the Application Navigator.
2.Open the record with sys_id as 99c2f6b273131010a0a79329faf6a710 and this record is in Security Center application scope try to change your application scope to Security Center
3.Under Action Exclusions related list click on New
4.Fill the new record fields as follows:
Leave table as empty and view as Service Operations Workspace and save the record
Now observe the changes in the workspace.

I have observed that along with Major Incidents , CAB Meetings list Export Button is Visible.
It's because OOB those lists are not using any view to render they have added columns directly
Check attached to more clarity, those are all the lists that are appear in the SOW without view configuration.
