Being a Group Manager, he cannot able to access a Catalog item, but that Group members can access. What could be the reason?

that's what I mentioned in my above post
Usually group manager is not group member so roles etc won't be given to that person
You can add Group manager to that group and then it will grant role etc to that user

Hello @Manoharjoshi ,
Can you please check once , that group manager is is member of that group or not .
Also check user criteria for that catalog item.
If this helps you then mark it as helpful and accept as solution.
Regards,
Aditya

Hello @Manoharjoshi ,
If that group manager is not member of that group , then that person cant able to access relevant data. So add group manager in that group to access data .

1. It could be the case that the catalog item has a Not Available For user criteria list, and the manager is explicitly added there
2. The catalog item requires a specific role (Like ITIL) in the Available For criteria which group manager does not have.
3.After an upgrade, sometimes an empty user criteria record is added to the "Not Available For" list, causing unintended restriction for anyone who is not an admin.
Refer: KB0753060 After upgrading, Service Catalog items are not available to non-admins
4. Custom Access Control Lists (ACLs) might exist on the sc_cat_item table that restrict based on user roles, and the manager does not meet the condition
