(ACL) why is it returned false?

Hi every one,
I just debuged ACL and had a question:

I want to know why the ACL write for sys_user.country return false. I did not see any sub-ACL (the second and third row) are marked deny, but the result is false. Could you help me explain it please? Also, Please help me know what is "RC=false" in the first row. What is RC stand for?
