Action "update multiple records" is mutually exclusive within a flow?

I'm using FlowDesigner to create a flow called from a catalog item.
In this Flow, I put action "update multiple records" twice for update same records.

 

Question:
The second action process starts after the first process has finished?
Or it moves serial as another thread?

All steps go in sequence unless you use flow logic "Do the following in Parallel"
