looking for a way change manager can add a message during a change freeze to the interceptor

you can deactivate intended interceptors during change freeze windows and turn them back on after change freeze is over.

Also, for your message for ECR, you can just have 1 ECR interceptor active.

Not sure if you will be able to achieve the way you want in highlighted red form but you can control the visibility for interceptors by a Query Business Rule on sys_wizard_answer table.
