where do i add the tier 1 and 2 in servicenow HRSD so i can leverage OOB dashboards
is this done on Recrod producers or on assignment groups?

In ServiceNow HR Service Delivery (HRSD), you add the Tier 1 and Tier 2 configuration to assignment groups, and then use assignment rules to route cases to these groups.
While record producers can influence the initial assignment, they are primarily for user input, and the core tier definition lies within the group structure and the associated assignment logic.
