Bi directional integration with ServiceNow

Hello everyone, 

I have a requirement to integrate the ServiceNow to third party tool and it's a bi directional integration.

As I learner, I am not aware of what are steps to needs to be followed to achieve this requirement, I have gone through some community posts and all, most of experts saying that we can achieve through the rest message, soap and scripted rest api and all. 

Rest Message-- Send the data from ServiceNow to third party tool

Scripted  Rest API ---- to receive the data from third party tool. (please let us know if I am wrong),

Could you please confirm, when we are doing the bi directional integration with ServiceNow, Must we would need to use scripted rest api to receive the data from the third party tool and rest message to send the data to third party tool. 

I heard the something we can achieve this Bi directional integration by using only rest message (please confirm on this point). if yes please let us know

Please share any information or functional document which is related to this Bi directional integration so that will really help me to understand.
