Can a business rule access variables on catalog submitted tickets?

I am trying to set a field value based on a variable on catalog items. Can an on insert business rule access catalog variables to set field values?

Thank you for the reply, this looks like it is exactly what I need, but it is not working. I am attempting to use the customer provided priority (variable) to set the OOTB priority field. I have verified that the values for the variable exactly match the values on the OOTB Priority field, but nothing is happening when I submit test tickets. I have tried this with and without a When to Run criteria.
