Can't upload file using Add Attachment

Hi, all
We are using a write ACL script to allow some users/roles to edit records in certain status.
When users passed all the condition check and the answer returned true, they can edit the form. However, all the users, including admin, cannot add or upload attachment using the paperclip button.
The Add Attachment pop-up will show up, we can click Choose File and select one from local, then it will disappear after submitting. If we try to drag and drop a file to upload, a warning will pop out saying 'You do not have ability to attach file to this record'.
Add Attachment worked fine before adding the write ACL script, but the write ACL seems working since it returns true and proper users can edit.
Does anyone have any clue?

any custom business rule which is before insert is blocking the insert?
Please share the ACL logic and script
