Can the Survey with the attachment question be made public ?

Hi,

I want to make the survey with the attachment question and I want that the survey made public.
HOWEVER, the below message is showed :
"Survey with the attachment question can't be made public"

・What should I do ?
・What function enforces this restriction?

This function is located in the script include "SurveyCoreUtils". I attempted commenting out the lines restricting this behaviour and it seems to work, though the survey designer is still giving me the error so I can only add more questions through the Backoffice view.

Take in mind that this is a bad practice and if you can avoid doing this by an alternative solution it would be best.
