Checkbox missing for work notes/additional comments.

Hi folks,

I've recently upgraded to Jakarta and I'm having an issue where admins can only see the checkbox for work notes/additional comments. I thought it could be an ACL related issue so I granted the correct permissions. Fixing the acls gave the journal button that displays both work notes and additional comments on the appropriate roles that were previously missing it but I'm still missing the check box. Any help would be much appreciated. I've attached screenshots

You can click on the button on the right side of additional comments to display it.

I know that by selecting that box to the right of the box it will toggle between the work notes/additional comments but I actually need the functionality with the checkbox. Which works for admins but is missing for everyone else. I've attached a picture for clarity
