Connect Chat Error Message - 'The administrator has restricted access to connect chat'.

I am receiving an error message when trying to use Connect Chat, can anyone advise please?

p.s I am the administrator.

Go to sys_properties table.

How did you get to this page please? What were the options from the navigation pane?

Found it by filtering to  sys_properties.list
