Data Privacy Conditions

I am trying to setup data privacy and anonymization. What I want to do is to replace the first and last name of users who have left the company, so user active = false. 

I can not find any way to put a condition on my classifications nor Anonymization policies.

Is this just a limitation to the product?

Yes as of Xanadu this is a limitation, and a pretty big one. Your use case is common and cannot be easily achieved with current functionality in Data Privacy. Maybe Yokohama will introduce something?
