Default view is not getting reflected when selected in a form

Hello!
One for the user is facing issue in view 'Default view' in Development instance. When she selects default view, the url shows sysparm_view as empty itself but the the entire form views in different view(OT view). Other views in development instance is also working fine for the user.
The 'default view' is working fine in other instances. User is able to see 'default view' in other instances except development instance. Need help to figure out.

By any chance you have view rule enabled for this table?

View rule is created for OT view on this table, no view rule is created for default view on this table.
