Ensure License Compliance

As an administrator of the system, I want to ensure that number of product licenses assigned does not exceed the licenses purchased.

How should I do these implementation ?

@For itil user based license, u can count the total active users ( or service account ) have itil role.

Also check the entitlement/subscription detials.
