Flow Designer or Business Rules for an outbound REST integration?

Wondering on the best decision to take in the following scenario:
We want to create an integration with a vendor system (not SN) for Incident, Task, Change, Problem, and the CMDB and other foundation data. The vendor is to support a portion of our IT-related tickets but they will likely need visibility of all relevant records. The integration needs to be bi-directional and, in a month, cover about 7.000 outbound transactions for Incident, about 4.000 for Tasks, under 1.000 for Change and Problem, plus updates to about 20.000 user accounts and CIs.
We are looking into either building it using Flow Designer with REST outbound, or business rules. What would be the main considerations for each scenario? For Flow Designer, we are unsure how to calculate the monthly/yearly usage and therefore the final cost of the solution. For Business Rules, we're worried about platform stability, response time, and overall upkeep.
Happy to hear any insights, especially if anyone faced a similar decision.
