glide.approvals.restrict_delete not working

I set glide.approvals.restrict_delete to true but user with itil, catalog, or sn_request_write role are still allowed to delete. I have the out of the box ACL so why are the users still allowed to delete records.

I found it. This property just prevents these roles from other approval but still allows them to delete there own approval. Note sure why you would want users to be allowed to delete there own approval records as that could cause issues with workflows especially for Service Catalog workflows.
