I see how to add a Health Inclusion Rule for a CI class but I don't see how to remove the inclusion rule later if needed. How can a health inclusion rule be removed in CI Class Manager?

Hello AB!
You should be able to click on the record's link in the CI Class Manager and then delete it from there.

I do not have a "delete" button or anything that allows me to remove it. I am guessing my permissions need adjusting. What permissions are needed for this?

Make sure you're at the top of the hierarchy tree. When you're at the top of the tree each rule should be a hyperlink to the underlying record in the cmdb_health_config table.
Or you can go directly to the list view by typing cmdb_health_config.list into the filter navigator.
You will find the ACLs by filtering for table cmdb_health_config.
